Smoke seems to surround Bill Pratt as he directs the unloading of some rock while strong winds on Monday blow dirt in the background at the site of construction for a new outdoor aquatic facility. The future pool, complete with features like water slides, will be a part of operations at the local Reynolds Recreation Center.
